(1) Software used to manage files on a disk. It provides functions to delete, copy, move rename and view files as well as create and manage directories. The file managers in Windows 3.x and Windows 95 are File Manager and Explorer.

(2) Software that manages data files. Often erroneously called database managers, file managers provide the ability to create, enter, charge, query nad produce reports on one file at a time. They have no relational capability and usually don’t include a programming language.
